I have been eagerly reading the informative discussions around the Nelson Memo and a recent thread about SciElo and open access in low and middle income countries. I am learning a lot.

I wanted to open up a discussion about overlay journals. They appear to be a promising alternative model for peer-reviewed open access publishing, but they have not taken off. Have you heard of overlay journals? What do you think of them? What is blocking them from widespread use?
