Both Crossref and DataCite DOI data is openly available, with documentation here https://www.crossref.org/services/metadata-retrieval/ and here: https://support.datacite.org/docs/api. ORCID also has a public API: https://info.orcid.org/documentation/features/public-api/

Subject: Re: [OPENCAFE-L] Barcelona Declaration on Open Research Information

CAUTION: EXTERNAL EMAIL

  There I read

| To enable linking of information from different sources, open research
| information should make use of persistent identifiers such as DOIs
| (Digital Object Identifiers), ORCIDs (Open Researcher and Contributor
| IDs)

As far a I understand them, DOIs and ORCIDs are not open information. I
am not aware how can not get a complete copy of these databases that
would be reasonably up-to-date, say on a daily basis. I suspect that
only paying members get such access.

If I am correct, then advocates of open information should not
advocate the use of these systems.

PubMed and RePEc (my own creation) are examples of truly open research
  information.
